Oregon: Explore Health Launches November 1

Oregon transitions from the federal HealthCare.gov platform to its own state-based marketplace, Explore Health (ExploreHealthOR.gov), under Senate Bill 972. Open enrollment runs November 1, 2026 through January 15, 2027.

Critical for Oregon enrollees: Providence Health Plan and PacificSource exited the individual ACA market. Moda is exiting the small-group ACA market effective March 1, 2027. If your plan is auto-renewed, verify your doctors remain in-network.

    Washington

Washington: Healthplanfinder & 22% Rate Increases

Washington residents use Washington Healthplanfinder (wahealthplanfinder.org). Open enrollment runs November 1, 2026 through January 15, 2027. Thirteen carriers requested an average 22.4% rate increase for 2027 individual plans.

Key change: PacificSource exited Washington's individual marketplace. If you were enrolled with PacificSource, you will need to select a new carrier during open enrollment.

    California

    California: Covered California Extended Window

California's state-based marketplace, Covered California (coveredca.com), has the longest open enrollment window: November 1, 2026 through January 31, 2027. California offers state-funded cost-sharing reductions in addition to federal premium tax credits.

    Michigan

Michigan: HealthCare.gov & Subsidy Sunset Impact

Michigan remains on the federal HealthCare.gov platform. Open enrollment runs November 1, 2026 through January 15, 2027. The expiration of enhanced ACA premium tax credits at the end of 2025 caused significant premium increases for enrollees who previously received subsidies above 400% FPL.

Documents to Prepare Before November 1

Social Security numbers for all household members applying
Employer and income information (pay stubs, W-2s, or self-employment records)
Current health insurance policy numbers (if any)
List of current prescriptions with dosages
Names and addresses of preferred doctors and hospitals
Immigration documents (if applicable for lawfully present non-citizens)
    Estimated household income for 2027

    Provider & Prescription Checklist

Before enrolling, verify these items — especially in 2027 when carrier network changes in Oregon and Washington may have removed your preferred providers.

Confirm your primary care doctor is in-network before enrolling
Verify any specialists you see regularly are covered
Check that your preferred hospital or medical center is in-network
Cross-reference your prescription list against the plan's formulary tier
Confirm mental health and behavioral health providers are in-network
Verify dental and vision coverage if separate from medical

Do Not Auto-Renew Without Checking Your Network

Auto-renewal maps you to a replacement plan if your carrier exited the market. In Oregon and Washington, multiple carriers left the individual and small-group markets for 2027. If you auto-renew, you may land in a plan where your doctors are out-of-network. Log in during open enrollment and manually review your plan, even if you intend to keep the same coverage level.
