Oregon transitions from the federal HealthCare.gov platform to its own state-based marketplace, Explore Health (ExploreHealthOR.gov), under Senate Bill 972. Open enrollment runs November 1, 2026 through January 15, 2027.
Critical for Oregon enrollees: Providence Health Plan and PacificSource exited the individual ACA market. Moda is exiting the small-group ACA market effective March 1, 2027. If your plan is auto-renewed, verify your doctors remain in-network.
Washington: Healthplanfinder & 22% Rate Increases
Washington residents use Washington Healthplanfinder (wahealthplanfinder.org). Open enrollment runs November 1, 2026 through January 15, 2027. Thirteen carriers requested an average 22.4% rate increase for 2027 individual plans.
Key change: PacificSource exited Washington's individual marketplace. If you were enrolled with PacificSource, you will need to select a new carrier during open enrollment.
California: Covered California Extended Window
California's state-based marketplace, Covered California (coveredca.com), has the longest open enrollment window: November 1, 2026 through January 31, 2027. California offers state-funded cost-sharing reductions in addition to federal premium tax credits.
Michigan: HealthCare.gov & Subsidy Sunset Impact
Michigan remains on the federal HealthCare.gov platform. Open enrollment runs November 1, 2026 through January 15, 2027. The expiration of enhanced ACA premium tax credits at the end of 2025 caused significant premium increases for enrollees who previously received subsidies above 400% FPL.
